The Hypnotic Specters could be replaced with more counter-spells or Duress's and all of a sudden you have a Standard deck. Some very powerful but high-cost mill effects here supported by creatures that drive home the same effects like the Spies and Jace's Mindseeker or feed off of it like the Consuming Aberration and the Wight, 1 Voidwalk is in there to rehash any ETB effects.This is a relatively budget deck. You may want to kick up to a full playset of Jace, Memory Adept and replace Duress with Thoughtseize.
It's U/B and I have no shocklands so it plays predictably slow. Use a Cancel or Negate to stifle opponent's early momentum but build a plan around mobilizing and protecting the flyers and of course, Jace, Memory Adept.
