My first take on a Nekusar deck, built on a budget, using cards I already had, and cards from the precon.
Keep Nekusar out as long as possible, and play as many Wheel effects and targeted draw effects as you can, so that you can slowly (or quickly) whittle away at your opponents health. Cards like Nivix Guildmage, Melek Izzet Paragon (especially with Strionic Resonator), Uyo Silent Prophet, and Echo Mage are great for this, sometimes netting up to five copies of a Wheel effect, which can deck a player late game ("Okay guys, everybody discards their hand, and then draws/discards 35 more cards, then draws a new hand of 7 more, and you all take 42 damage! Oh, those of you that haven't died from damage via Nekusar have decked yourselves? I'm sorry. Not.")
Use Crosis, the Purger to keep people's hand contents in check (after all, you're drawing them so many cards, why not deny them the good ones?). Crosis can also act as an alternate win-con for the deck.
Use Nin, the Pain Artist to speed up Nekusar's effect, killing your opponents quicker, policing the board, and netting them cards in the process, hopefully convincing them to leave you alone.
Jeleva, Nephalia's Scourge and Possibility storm act as shenanaigans, and could (and maybe should) be replaced with something more synergistic, or an infinite mana combo (since this deck begs for one), such as Grand Architect + Pili-Pala.
Thraximundar acts as another alternate win-con for the deck, giving you a hefty body to protect your boardstate with, and allowing you to police the boards of others.
