My thought process depends on a few things:
1: What color or color combination do I base the deck around
2: What playstyle do I want to base the deck around
3: What cards fit the playstyle of the deck the most
4: Do I want to make this deck expensive or not

For this deck, there wasn't a good uncommon legendary creature for this playstyle, so I went with the one currently their and built the deck around that one. I would normally use Talrand, Sky Summoner, but that card isn't uncommon.

Stream of Thought is in a set called modern horizon's. If you look up what sets are for pioneer, modern horizon's is not in it.

There is a ruling WOTC did called 601.1a that states: Some effects still refer to “playing” a card. “Playing a card” means playing that card as a land or casting that card as a spell, whichever is appropriate. Meaning that any effect you get off of casting you are able to get.

I would suggest Foresee, Omen, Preordain or Soothsaying. One of these cards will work well with this deck and all 4 are in vintage
