it more or less revolves around "Niv-Mizzet, the Firemind"
If I can get Library of Leng, Niv Mizzet, and the Soratami Seer all out at once I can recycle my hand for 4 mana. Soratami lets my discard my hand to draw a new one, and Library of Leng lets my discard to the top of my library so I don't deck myself.
