In honor of the standard drakes deck, this is a budget (by commander standards) Niv-Mizzet deck with an emphasis on winning through dealing damage with spells and creatures rather than the curiosity combo or storm. For this reason, i'm not running Ophidian Eye, aetherflux reservoir, and the pile of cantrips and rituals you might see in other lists. I'm also relying less on counterspells for protection, and choose to be more proactive than reactive. As the title suggests, my goal is to assemble a board of fliers (drakes) while wiping the board and dealing damage with Niv (burn). Most of my damage board wipes only deal damage to fliers, leaving my creatures in the wake. Paired with stuffy doll and repercussion, these become an alt-wincon, killing out of nowhere. There's a few stax pieces to hold an advantage, including torpor orb (neuters a lot of decks, doesn't affect ours), blood moon (punishes greedy, expensive decks; a cornerstone of the blue moon strategy), and ruination (same logic). We're playing the best and only blue removal spells: pongify, rapid hybridization, and reality shift. A few wheel effects deal considerable damage with niv in play. Acidic soil and price of progress again punish players for their mana base. Lastly, gravitational shift protects us from ground creatures while supersizing our air-force and turning niv into a three turn clock of commander damage.
If you want to drop the price of the deck, replace blood moon (maybe with quicksilver fountain), cyclonic rift (with a different board wipe), pact of negation (with arcane denial, or foil as a free option), mizzix's mastery (with the mirrari conjecture), consecrated sphinx (with windreader sphinx), and kira (with lightning greaves).
If you want to lean on the curiosity, tandem lookout, ophidian eye combo, swap out some of the board wipes for pingers like firebrand archer (insane with one of these effects).
Despite eschewing most combo elements, we are still playing curiosity to draw our deck with niv.
