Tribal Merfolk meets stacks of counterspells - With a splash of green for untap and Momir Vig, your commander and tutor.The deck's close to being mono-blue Merfolk, with all the tribal benefits and effects that come with, however the essence of the deck is control and permission, with a ton of counter spells and card draw to keep ahead of your opponents.It probably needs more repeatable bounce and "Destroy target artifact/enchantment" effects, but these are the only cards I knew of that worked i this deck.
The idea is to play it slow early and try to bring out a strong card like Prophet, Seedborn Muse, Azami, Lullmage Mentor or Momir Vig to fetch you these cards. In theory once you have Prophet, Azami and Lullmage, you should be very hard to stop, because you can tap your wizards for card draw or counter spells, and tap your lands for counters and more wizards and/or merfolk - All during the enemy's turn, and they all have flash. So yeah, combo meets control meets tribal, makes for fun.
