It's not that I don't like the deck, I like the deck, in fact I played it. I'm just saying that I tried it and it doesn't work.

Did you try it? Do you have stats (number of games/number of wins/number of losses)?
This deck doesn't work. Sphinx's Tutelage only mills 2 cards per draw and you are way dead before you mill your opponent out with draws.
You can remove the fetchlands since they don't have a use in speeding your deck but just to take the colored mana you need. You can replace them with basic lands + Drowned Catacomb.
Against aggro it has 5 cards: 3x Crypt Incursion and 2x Damantion. If with "aggro" you are thinking of the red aggro just think that that is a tier 1 deck, so there is simply no comparison with mill.
Yes, it's creatureless on purpose just for one reason: there are no creatures that mill. Hedron crab can mill 6 in t2 but only if you draw it first hand. How useful is it if it comes later?

Too few win conditions. You win only thanks to the 2 platinum angel, 1 blightsteel colossus and 1 platinum emperion, that is 4 cards.
You don't need to have money to try decks, there are a lot of free softwares that allow you to play online with a large community. I name you some: Magic Workstation, Virtual Playtable, Cockatrice.
Do you even try these "are you bored" decks? Or you just put down a list of cards?
Never understood the point of 'budget' decks... if you don't play at all you spend even less. Even more if you play an eternal format...
