By a lot you mean more 3-4 ofs. And I totally agree with the smaller variety.
I'd look at potentially Victim of Night or Murderous Cut as removal. And Whip of Erebos is fairly cheap and would help you last until you can get more production out of Vraska. Also, Caves of Kolios are a cheap land that might be able to work, I'm not sure on how your life total is during the matches.
I assume you're looking for budget suggestions legal in modern? Do you play other formats?
May I suggest Rite of Flame then? (as an addition in general, as I don't think it is Modern Legal either. But it is a cheap card for a cool dbudget deck, I have some in my casual deck as well)

May I suggest potentially Captain's Claws or Retreat to Emeria? Both are inexpensive but can be useful.Did you find that you needed that much removal? (ruinious path, bone splinters, quarantine field, stasis snare)

Ooo, have you thought about Mesmeric Orb? Whenever a permanent becomes untapped, that controller mills 1 card.Since you won't ever be attacking, your creatures won't ever untap, so it would really hurt your opponent.
I was just referring to the majority of cards that have 1 CMC have 1 power and 1 toughness. (1/1) But your deck is built off of toughness and not off of any actual attacking power, so the 0/2 would be better. I'm not sure if that was conventional way of writing though on my part.

My biggest suggestions are these two:Hedron CrabNemesis of ReasonThe crab is just a low cost card with mill functionality already built in. Also is 0/2 instead of 1/1.Nemesis really ups the ante mill wise, but also has a huge toughness to utilize Phenax if attacking isn't an option.
Awesome, just added him. Contemplating adding some higher toughness creatures to draw game out longer as well as potentially use his ability if he ever gets in the mix. I added a suggestion or two to your deck as well
