Didn't come across costal piracy so I'll add that in somewhere and It's not really a themed deck xD Just like the name for it.
I don't think you can have your general as part of the 99 cards. It's 99 card + your general.
Rulings say you can have your general and a copy in the deck too. Reading is important

The commander and the deck are separate when playing. The commander doesn't count as a part of the deck when you start. But idk maybe I'm right or wrong.
Idk either. I just want to clarify I do not mean to bash on this deck, I love the theme of it and contagion engine is an amazing card in this deck. One of my favorite artifact cards. All I was doing was alerting you to what I thought was something against the rules. But in the end, it you and your play group(or wherever you play for that matter) are fine with this, then the ruling doesn't matter all that much(unless you play in a tournament, then it kind of matters).
