How to Play

The goal here is to use mutual card draw in a way that only benefits you. Howling Mine, Dictate of Kruphix, and Font of Mythos make everyone draw extra cards each turn.

Wheel of Sun and Moon lets you use the card draw to cycle through your deck to find cards you need.

Dreamborn Muse forces the opponent to mill cards and discard every turn, overloading them with cards that they usually won't have the resources to play. Eidolon of Rhetoric further restricts them, limiting the number of cards they can actually use each turn.

Banishing Light and Detention Sphere can be used to neutralize threats that they manage to put onto the battlefield, and Dissipate stops the big problems from appearing in the first place and puts them out of the game entirely.

Ghostly Prison and Sphere of Safety are used to keep the opponents out while you work your machinations. They work especially well against aggro decks, which often use many smaller creatures. Guard Gomazoa can also be used for blocking some damage.

If the game lasts that long, Archmage Ascension can give you specific cards to answer problems more efficiently.

Deck discussion for Modern Millow Fort

Fog Bank instead of Guard Gomazoa? Since you have alot of 3 drops, maybe having the defender at 2 mana is better?

With Ghostly Prison and Sphere of Safety making them pay mana to attack, Mesmeric Orb can help mill faster. Orb of Dreams / Frozen Æther causes everyone's / the opponent's stuff to enter the battlefield tapped, making Mesmeric Orb more potent. You're already running Wheel of Sun and Moon, which I'm guessing is to stop self mill, so Mesmeric Orb's down side isn't so bad (though I'd bump Wheel of Sun and Moon up to 3x)

While Mesmeric Orb is an interesting idea, it wouldn't benefit from Orb of Dreams or Frozen Æther since those cause perms to enter tapped, rather than tap immediately after entering. I'm thinking I should swap 1 Howling Mine and 1 Font of Mythos for 1 Orb and another Wheel.
EDIT: I misread the Orb and thought it said "whenever a permanent is tapped". I still don't know what I would remove to make room for Frozen Æther or Orb of Dreams, though.

That being said, here's what I think could make it better..

Drop a Font of Mythos for another Howling Mine (cheaper cost) and the Ascension for another Orb.

Drop the Wheels for another Tutelage and 2 Elixir of Immortality (cheaper and gives you life with the same effect of making it so you don't self mill)

Drop a Detention Sphere and a Ghostly Prison for 2 more Dissipate

Drop the Safety Spheres for Monastery Siege.

Finally, I think you could drop a few lands for more instants (Cryptic Command and PtE would be best I think)

If you can fit it in, I would recommend throwing in gaea's blessing just in case you mill your elixir or your wheel

You have no green mana to cast Gaea's Blessing, this will have to be fixed. I like the deck though.

I have been playing with a modern Ghostly Prison deck and have added the Tutelage to it so I am looking for other and more ideas.

Good work...post an update on how it plays at an Modern Event.

I wasn't designing this to play at a modern event myself, I was just making something I thought would be pretty good and fun to play. This deck is way out of my price range and I pretty much only play casual games with friends anyways, so I won't be able to tell you how it performs. Sorry about that xD

Saturday's at my LGS they have modern play and the prizes is a bunch of packs. I don't think I will ever play PTQ's or the PT but I do like having the best home brew possible.

I do really like your deck though, I myself am thinking about squeezing Gaea's Blessing into my sideboard some how now. It was a great tip.

I guess the idea is to cast Leveler, immediately sac it, and force them to gain control of it at the end of your turn, after which they must draw and therefor lose the game. Seems too risky in most cases, though, cause you have to exile your entire library first. If they can play anything before end of turn to exile Leveler from your graveyard, or force you to draw cards, or skip their own draw step, or do anything else to disrupt the combo, you're screwed.
