I've always found that running a 'weak' Commander can give you so much freedom to run busted combos and still get away with it. Nobody is going to see Kaho as a threat compared to the Animar or Derevi at the table and this deck uses that to its advantage. Any number of infinite mana combos result is Memnarch stealing everything or you drawing your entire deck. Storm off to infinity or jump on the value train with its new and improved Paradox Engine. You can even show those non-believers and lock an opponent out of the game with Kaho herself.
This deck runs a number of infinite mana combos that usually stem from one of two sources, Isochron Scepter or Peregrine Drake. The printing of Dramatic Reversal turns Isochron Scepter into a combo engine generating infinite Storm when you have access to 2 nonland mana sources and infinite mana when you have access to 3+. Isochron Scepter imprinting Mystical Tutor can also tutor up Beacon of Tomorrows indefinitely for infinite turns.Peregrine Drake and its most budget twin Great Whale (Palinchron is an obvious upgrade here) form the backbone of the decks infinite mana combos, from the now banned Pauper combo:Peregrine Drake/Great Whale + Ghostly Flicker/Displace + Archaeomancer/Mnemonic Wall = Infinite ManaTo combining with one of EDH's most ban worthy cards, Deadeye Navigator. These combinations often result in some combination of infinite mana, infinite Storm and infinite ETB's.So what do we do now? The deck usually wants to get to Memnarch after going off as he can gain control of all permanents now and forever once given infinite mana. Infinite Storm obviously wants to be followed by Mind's Desire, bringing out every win con in the deck and infinite ETB's can be used to draw your whole deck with Azami, Lady of Scrolls. If for some reason you cannot win the game after going infinite you can still assemble a lock where you recur Counterspell or similar at instant speed and can counter everything your opponents do. Similarly Talrand, Sky Summoner can give you infinite creatures that let you beat in for the win.

My first though upon seeing this deck was that boots must be key to your strategy, seeing as your running both pairs, mage and fabricate I guess you agree, have you considered haunted cloak as a 5th copy of boots?

While I reckon the boots are a crucial part of the deck I'm not convinced I require an additional copy. That's probably putting too many eggs in the Kaho basket, I'm thinking of fitting in Vedalken Orrery but I'm not sure if that's worth it with so many instants
