primordial hydra is pretty expensive, and this is supposed to be a budget deck. as for why it's incomplete, i made this when i was bored in class and am only now finishing it. i will, however, take your "ramp quickly" idea and add 4x Managorger Hydra.

it's not playtested yet, but i feel like it should do fairly well.
