Top deck controlling

I was looking at Chimney Imp, and decided, I wanted to try for something along those lines, for real.
I want to make a deck based around the "send to the top of library" effect.
and I want that either by sending specific cards, or by emptying their hand, and then repeatedly sending the card they draw for the turn to the top of their deck
(2 chimney imps/sadistic auger mages and recurring nightmare/ hell's caretaker would pull it off IF either of the latter two worked on your opponents turn). IF anyone can think of something... much appreciated

i used to do a little lock like this with Chittering Rats and Soul Foundry. there are tons of cards to make such a theme though. Plow under is one of my favourites. It can be a timestretch in the right deck. I used to play Nevermaker as well.

AH. this may be exactly the ticket, especially the plow under combined with Cast through time, for at least double the effect... it'd help stop card draw advantage to some extent as well. alright thanks much!
