This deck has evolved quite a bit over time, but the core of it is the same. You want a zur out on the field and you want him attacking to bring out powerful enchantments, most notably Paradox Haze. In order to acheive this, the deck needs acceleration (Dimir Signets), Control (Mana Leak [more flexible in early game than Counterspell for multicolor decks] and Exiles), and shrouds (to protect both Zur and Paradox Haze). Once this has been accomplished, it abuses upkeep triggered abilities such as the copy from Mirror-Sigil Sergeants or the forced Sacrifice from World Queller. Win conditions will most likely be either Mirror-Sigil Sergeants with several upkeeps leading to several tramplers, a world queller with several upkeeps (particularly against artifact decks), or a shrouded Zur + Shrouded Queller (you need to sacrifice creatures, but if these are your only two then you cant select them and thus cant select anything). Typical game will most likely start out laying defenders and accel, then phase into laying zur and shrouds and control, then phase into a win con soon after. Note: This is intended to be not exactly budget, but avoid any excessively expensive cards (>$5 allowed in small numbers if absolutely necessary, >$2 allowed if very helpful or if I already have them). For example, Force of Will would be godly, but is much too expensive. Note 2: Sideboard = Up for consideration, except the Chaosphere which is for flying decks.

And it's definitely budget. Sideboarded cards are some of the most expensive, and people low on cash and ignore the special lands and just do the math to figure out what islands and/or swamps and/or plains to put in instead.

Built and edited. Not heavily edited, but edited nonetheless. This is one of my casual decks so I put in some good draw spells and 4 diabolic tutors. It really sucks when you can't get your mirror-sigils out. (Which is the only real win-con, but I've gotten over 17 million of them on the board before.) When I get home from work today I'll show you my edited version of the deck exactly.
Yea, I feel like there are a lots of ways to build this and they all seem pretty fun. I made earlier builds that had more win cons, but decided to toss them out for the consistency of mirror-sigil. I'd probably toss in some tutors too if I played it, and maybe even cheaper counters like spell snare or spell pierce.
