I think it actually works that way. That means we have all combo pieces in the command zone. I believe it will be better to make the main deck full of removal, counterspells and ramp to be able to consistently combo off.

I am not sure if Fury Storm counts Ral as commander but if it does than Fury Storm is much better Signature Spell than Expansion // Explosion. After we play Ral, we play Fury Storm which will be copied because we have played Ral. After this we have 2 "copy" spells on the stack which is all we need for the combo. If someone knows whether it works that way I would really appreciate an answer.
I think that there is no need for third expensive enchantment and both Thousand-Year Storm and Eye of the Storm are better than Swarm Intelligence. Both Echo Mage and League Guildmage seems great and they are both much better than Izzet Guildmage so I will definitely put one of them in the deck.I do not know about The Mirari Conjecture as it is kind of expensive. On the other hand it can get back some important spells and then copies everything so I will make sure to try it out.
Thanks for the answer! Firstly, I thought about copying lets say Twincast with something like Expansion not Ral's second ability. And that allows us to make this loop. As you noticed we are endlessly copying Twincast thus triggering Ral (he deals damage every time we copy a spell) so we are dealing 1 damage infinite number of times.It is a good point that copies do not trigger storm counter, etc. I haven't known that. I am still pretty new to MTG.Though I think that with Thousand-Year Storm, many copying efects and a bunch of cheap spells to trigger our creatures we can deal a lot of damage.
What do you think about Vraska's Contempt instead of Conclave Tribunal? Even though Vraska's Contempt hits only planeswalkers and creatures it is in an instant and the effect is permanent. Or maybe Ixalan's Binding?
