Ok, The main goal, was I had a lot of allies, so i made a deck around them. The second was to include my new dragons. I was only trying to get a start on it. I really used up my good stuff in my dragonskull deck. But I had spare time and new dragons.

Need counters, look into Broken Ambitions, it's a counter a well as a mill card.

Blue and Black usually go pretty well together in a counter deck. Bur white dose also have it's atvantages as well. One card I would look into is a common from Lorwyn called Broken Ambitions, great counter if your playing merfolk.

need a least a few counters if your running blue. don't get the point in running although of those plains. Take em out and replace them with dual lands. Look into the refugee lands from the new set.

The only real strategy of this deck is to tap their creatures, and then keep them tapped. Annoying as hell, and I have had this done to me.

look into the black and blue allies, if i'm not mistaken there are rouges in there. But allies just make allies stronger.
