I started off trying to make combos with Guttersnipe, Blistercoil Weird, Dual Casting, and Epic Experiment. My Experiments fail me but with so many permanents. So I tinkered with it and tweaked on it always doing crazy off the wall stuff trying to do fit the right puzzle pieces together to make a fun and possibly formidable deck but nothing worked until GTC brought with it Cipher which seemed to have filled in the blanks and brought it all together. Now as long as my creatures can make contact with a player I get to cast a free spell to trigger Guttersnipe and copy with Dual Casting for bonus effects. This deck is easy to manipulate and without hexproof vulnerable to simple removal spells and can be rather slow. I need to make a sideboard but I just to address the issues versus such decks, but other than Mizzium Skin I don't really know where to start.
I like to lead off with Nivmagus Elemental on my first turn. On turn 2 Hands of Binding is my first choice if my opponent has a creature on the field otherwise Blistercoil Weird will do. If I play HoB on a single creature, I then Cipher it to my Elemental and swing hopefully dealing damage and with the ability to cast HoB again I then exile the copy and add 2 +1/+1 counters to my Elemental making it 3/4. On round 3 I hope to drop Guttersnipe so that whenever my Elemental makes contact with a player and cast my encoded spell Guttersnipe's ability will trigger. If not my Weird can drop, with hopes of soon attaching Dual Casting to it. On round 4 If my Elemental is getting blocked Way of the Thief gets attached to it, if not Dual Casting can go on my Weird and/or Curiosity can go on Guttersnipe, if all plays out ideal, otherwise improvise. Round 5 repeat round 4 vise versa. At round 6 with everything coming together as if it were a dream I am free to play whatever low cost spells I have left over or lay Stolen Identity or Undercity Plague on the stack to then encode for multiple uses. Round 7 is casting whatever spell I draw or have to trigger Guttersnipe and Curiosity (if paired) coping it with my Weird with Dual Casting (if paired) for added results of the spell or exiling any unused/countered copies of the spell to add 2 +1/+1 counters to my Elemental.

I have played off and on for 12 years generally around 6 months or so at a time. I last played Lorrowyn or whatever with the tribal cards I didn't even make it to the second set before I quit playing again. Now I have returned just in time to catch the RTR and GTC prerelease.

cipher would not take effect twice because its not a spell its an ability linked to the card you dont copy the card you copy the spell on the card in this case! if you could cipher its self would copy and put the spell on anthher creature when it triggeredsay you hop invisible stalker it gets cipher you swing copy hop, so now you have cast it twice you cannot cihper it again because its a copy, same for if you duel cast or twin cast it the copy does not have cipher.
Yes, dual casting lets you put another cipher on a creature. wholly wow this is a really cool combination. I LOVE the elemental exiling copies of cipher cards for two counters effect. Super duper cool.
I really like this deck, the synnergy between creatures and spells is awesome. I really want to see invisible stalker in here for the hexproof unblockable so that would be the only change I would make. Maybe pulling out the elixirs or a keyrune or two in favour of some invisible stalkers. The idea of being able to cast undercity plague 4 times in one turn with one card and one unblockable creature makes me happy.
Added Invisible Stalker just completely overlooked and forgot about him.

You could possible think about putting Goblin Electromancer in there to get out ciphers faster.
