My attempt at a budget deck with "Explore" as the central piece.Very budget worthy as well, with mostly cheaper commons/uncommons and small handful or more spendy rares.Buy up those vrask'a contempts while you can!
Wildgrowth Walker is your bread and butter.They grow and heal you exponentially whenever you explore, and that's going to be often.Panharmonicon doubles each explore proc, not only potentially granted for deck and hand fix via revealing Lands, but meaning your walkers will be growing more quickly as well.Animation module may seem an odd dog out, but it gives a great means of expending your extra mana for either making weenies or further pumping your cards. And at 1 cmc, and then 1 and 3 for its activation costs it's a very reasonable card.Claim allows easy fetching of retired walkers, or even a means of giving your current ones a quick boost via reviving an explorer.Sword-point and uncage are your non-land fetch.Explore will net you all the lands you can desire(and more) but without sword-point giving you a likely +2 or +1 and uncage being able to fetch both a wildgrowth and an explorer for 4cmc they're both very efficient. Especially since your opponent will likely think twice about paying 3 life per Sword-point denial, excluding of course if a wildgrowth gets revealed.Blossoming defense should ONLY be used for saving wildgrowth walker, and only if it has or will quickly get the stacks it needs to be relevant.Lastly, Vraska's contempt is largely for taking care of Planeswalker but creatures like Glorybringer, scarab god, and Hazoret are all solid targets as well.

Blossoming Defense is your friend. While Supernatural Stamina will get you another explore trigger, you will lose any +1/+1 counters the creature had. Blossoming Defense doesn't get you another explore trigger, but saves the +1/+1 counters already there. This is good for Wildgrowth Walker and an animated Shadowed Caravel.I know you're on a budget, but I strongly suggest getting Fatal Push asap. You could probably use Walk the Plank in the meantime, but you definitely need removal.

I'm keeping my eyes peeled for Blossoming Defense at my card shop, as for Fatal push it's sadly out of my budget unless i can get a good trade or find some worn/damaged ones(as I don't mind that myself).Walk the plank i currently have sideboarded but I do fear main boarding it with merfolk being prevalent, at least where I am.
You mention Panharmonicon, but you don't have it in your deck or sideboard. I'd say if you want to trigger explore more often as well, why not Path of Discovery and Enter the Unknown.If you have a lot of ways to play lands, Nissa, Vital Force might be good with her emblem. Also with winding constrictor, you might want a couple cards with energy counters, since it will boost those too. Decoction Module makes them, and lets you pick up creatures for more explore options.
