Most of cards can heal you, some of them damage opponent. If you played Epicure of Blood, it makes more damage. If you also play diamond mare it heals you near every step and damage opponent with the Epicure

Deck discussion for 4$ Vampire DirectDamage

It sure is cheap, might be great for getting someone into kitchen table magic, it won't be great after a short while either. But it is nonetheless well built and has a use. +1

Personally I would add white as second colour to get access to some good cards:
[[Bishop's Soldier]], Famished Paladin, Legion Lieutenant, Martyr of Dusk, Pitiless Pontiff, Skymarcher Aspirant, Vizkopa Vampire.

Wait. 2 colors would mean you would need a mana base which is expensive. And if you are going non-budget, might as well splash Blue and Green for Hydroid krasis and tell everyone that you have sultai midrange

Adding a second colour is doable with costs per card from .15$ (Orzhov Guildgate, Forsaken Sanctuary). Yes it slows you down a little bit, but that shouldn't hurt too much in standard.
Mono-coloured decks have their place and usage but from my experience the standard to built are decks that use 2 colours: The mana-base isn't that complicated and you get access to a second colour that allows you to correct/ improve the weaknesses that a single colour might have.

With this deck I would actually even recommend Scoured Barrens if splashing in white. The gain 1 life not only helps soften the downside of being slower but also synergizes with the rest of the deck (and it's still just .15$ for the card).

If it was in the budget maybe even toss in a one-off Orzhova, the Church of Deals (.25$).

I always forget those lands that gain you 1 life (Or do 1 damage to your opponent). Of course those should be used instead of the "normal" cheap duallands
