Deck Description

Get rid of Petitioners and win with Thassa's Oracle or Laboratory Maniac.

Careful Study is making the deck not Modern legal, but I don't think there are any as viable alternatives. The cmc being 1 is preferable with the mana base.

Methods to put Petitioners to graveyard for exiling:
- Hard cast -> block attacker / sac to Drowned Rusalka
- Drowned Rusalka -> self sac to discard Petitioner
- Careful Study discarding Petitioner
- Thought Scour self mill hopefuly hitting an Petitioner

Any extra Surgical Extractions / Extirpates can be used on opponent. Use Thought Scour or the Petitioners to mill out some candidates.

Win conditions are protected with Pact of Negation. You aren't supposed to get to next upkeep. Note that to win with Laboratory Maniac, you most likely need to draw the turn you play it to end the game there. (4 mana)

Stream of thought will help putting the right cards in the graveyard and will save the cards you don't want in the grave. (Especially other streams and thassa's)

Mesmeric orb will speed up the whole thing as any petitioners tapped will mill an additional card.

I think that more petitioners could be used if the deck also exploited treasure hunt.

Stream of Thought is interesting. I'm worried about game flow though, since it doesn't replenish my hand like Thought Scour or Careful Study does. Nevertheless it's good candidate for making the deck modern legal (by dropping Careful Study).

Mesmeric is quite dangerous with narrow win conditions, so Stream of Thought would be quite useful with it.

With Treasure Hunt I think I would rather drop the petitioners and go full ~50 lands plus the win conditions, hehe.

I was thinking, surgical extraction can remove all the petitioners, which would leave lands and surgical extraction in the deck (and thassa's) with treasure hunt you could take away the lands. Since the deck will be emptied rather fast mesmeric orb could be enough to mill the rest.
Zombie hunt is much more elegant, but is glass-jawed.

I've been trying a version with rats and surgical extraction as well, where you can go aggro with the rats within few turns and from there trying to go thassa's.

Theres gotta be a way to build a hybrid :)

Wouldn't Entomb be a better option in Legacy instead of discard or mill yourself?

Certainly. Didn't think of it, since it's usually used for the search which wasn't necessay with Petitioners. The only con is that it doesn't cantrip, but it's worth testing out.

I was just thinking of this... looking to others for ideas.

I'm leaning towards a creature based UW with Walls to draw, making them Advisor's w/Arcane Adaption. Oracle/Maniac for win and High Alert for the alt, 1Wbutts. Splash interaction, Snapcaster Advisor...

You could consider Locket of Yesterday's, Faithful Mending, Otherworldly Gaze...
