Instead of commenting on your own deck, posting exactly what you said here in the description of the deck would be better.
Tree of Perdition was made for Triskaidekaphobia :pAlso, a set of Evolving Wilds wouldn't hurt. It help mana fixing and thins out the deck slightly, increasing the chances of drawing nonlands.

No it's not. It's an Eldritch Moon card, so it'll be legal as of Friday this week (22 July 2016).
Just checked this up the site thinks it's banned so I thought it was but I'm going to change it probably

Good deck, but why not Foreboding Ruins as opposed to Evolving Wilds? The Tree of Fear (my nickname for Tree of Perdition+Triskaidekaphobia) is a fun deck, but I think it may be better suited for standard. I'd suggest cutting the bolts, blasts and bloodline keepers for standard cards... Zulaport Cutthroat and more removal come to mind.
