You might check out luminescent rain(gain 2 life for each creature you control of the named type) from Morning Tide.

This deck had some heavy modifications since Morning Tide's release. It performs quite a bit better now and has had quite the small little army out by turn 5 swinging for upwards of 25+ damage all with trample.
The only other card suggestion I have would be Benalish Commander.
You don't have any red mana for playing Greater Gargadon. This isn't bad overall. It looks like fast lifegain, but I'd have to see it in practice to really pass judgement on it. If you are going for pure defense you might look at high ground so your soldiers can chump block multiple creatures. I would say either take Greater Gargadon out in favor of another white creature and go mono white, or splash in some extra red and toss in some red direct damage spells.
As far as I know yes it is illeagle to have a mana symbol that does not appear in your generals casting cost on any other card included in the deck for EDH format.
Some cards to possibly consider: Spellburst for its buyback, Flashfreeze for your sideboard its limited but its a 2 mana counterspell for red or green spells, Delay again limited but its a 2 mana counter, Broken Ambitions its an x counter which is useful for those early game cheap counters, Logic Knot which is a decent late game x counter and a decent early game x counter. Beyond that this looks like another solid deck.
Interesting, I'm not sure I see the point of the dust elemental other than its 6/6 and has fear and flying so it can give all of your other creatures fear and flying with concerted effort. The only real suggestion I can give is to ask youself if you really need every card in the deck in order for it to function with your idea.
Alright I've made some adjustments andf played with the adjustments and the deck is performing quite a bit better.
Here are some proposed changes, I will have the opportunity to try them out tonight. I will see how they work out. ADD: 2 more Lys Alana, and Wrens Run, 1 mor Jagged Scar, Harbinger, Nath's elite, Elvish Promenade and Nameless Inversion. Remove: Grave Pact, Mongoose, Branchbender, Eyeblight, Cruel Edict, Terror, Squall, Molder
The best win I have had so far was using illuminate on one of my own creatures and then using the blue kicker to fuel Niv-Mizzets ability. Please also check out my deck Soldiers of Nath

I've been considering adding in a 4th harbinger or some other way for me to tutor for cards that I need. The variety + tutoring actually has allowed me to pull out exactly what I need when I need it most.
The only problem I see with this deck is that by making all of your lands swamps and creatures you make them easily killable especially since they are 1/1. On the flip side you visit the same fate on your opponent. Anything that has direct damage of any kind will walk all over this deck.
Nice idea, you might consider Dismal Failure or Perplex for some counterspelling. Perplex would just be damned mean in this deck.
