Flying and Vigilance. Dream Tides prevents Untap, Favorable Winds boosts fliers. Muddle the Mixture as a counterspell, or to tutor Favorable Winds, Ghostly Touch, a Hawk or Falcon

This is hilarious. I think it could use more lands to be more effective. God I hope I never play this. +1
Have you thought of using static orb? Each player only gets to untap 2 perms each turn. Combo'd with Dream tides the other player is SOL, and it gives you another chance to draw the semi-stasis card you need. I just build a RUW deck that does more or less the same thing, but it's part red because I wanted to use Lightning Angel, and it isn't all flyers.
