Correct me if I'm wrong, but this should change the power and toughness of the Theros enchantment creatures once active, right?

No because it says non aura the creatures like boon satyr and herald of torment are auras

It does change them, the enchantment creatures are only auras if you cast them for their bestow cost, otherwise, they are normal enchantment creatures that will be affected by this.
