Besides the conditional win, {2}{U} for a hexproof permanent that lets you scry 1 for {1}{U} is still pretty dam cool.

fooling around now with a standard legal deck built around this card and the win condition. lots of card draw, card discard, scrying, casting counters to your own spell to exile them, and other shenanigans. should be odd, and neat.

Honestly if you only needed 3 of the conditions ....Not all 4 this would be extremely beast :P..
