Devastation Tide works against your Whispering Madness. Your win condition is to draw your enemy out. Get rid of red. Otherworld Atlas will help you out, too. Counter-spells would help. You do not want your opponent to recycle their deck at any time.

Red is there because I wanted to build a deck with reforge the soul and whispering madness. the cipher is an added bonus not really relying on it so Tide is ok. If i wanted to make it more serious I would replace think twice with counters. Keeping devastation means no otherworld atlas unfortunately.
I do not understand your choice in creatures if you are not worried about the cipher. Why no Wight of Precinct Six?
