The deck uses the cascade mechanic to make the most of typically harder-to-cast spells. In addition, it uses lots of ramp/ mana fixing and plenty of other good stuff for cascade to hit.
The only 2 or 1 mana spells in the deck are ramping or mana fixing, so casting a 3-mana cascade spell is guaranteed to net you one of those.
