I have tons of mill decks, and would agree that if the point was pure milling it would be best to scrap the creatures more or less, and leave them as side board material backup plans. I would agree that this deck takes a while to get going, and against really quick decks it can struggle. Hopefully between counterspells and creature removal (ultimate price) i can delay enough to get a creature or two out. I did have a few Jace's in there for immediate pressure - i will swap them back in.

Forgot to mention (and im not sure how to edit) that you may consider moving surgical extractions to yr sideboard in favor of straight mill cards as well.
Not bad at all, especially if it is your first mill. I would highly recommend using hedron's crabs, though. They are up there with the best mill cards ever, in my opinion. It looks like you have a decent amount of control and creature removal spells. Slot some anti-enchant/artifact spells for your sideboard, and you should strongly consider picking up some leylines of the void. There are just too many reanimate / gy based decks out there to not have a means of dealing with graveyards built in. To squeeze in the recommended cards, consider dropping archive trap to 2 or 3 copies, and replacing the ponders. There is a land that does similar to ponder - i forget the name, but it gives blue mana and allows you to reorder the top 3 of your library when played. Only drawback is that it comes into play tapped. Similarly, you might consider some Bojuka Bogs for your sideboard (swamp, comes in tapped, exiles target graveyard when it enters play).
Incidentally, I'd meant to add that I would recommend removing your fiery conclusions, adding another bone splinters, and another artillerize. It just seems that bone splinters will fit creature removal better by guaranteeing a kill whereas fiery conclusion would fall short on insanely tough creatures. Just an idea.

Neat deck, and a fun concept. Have you considered token generators, like 'Goblin Assault' or other means of sustaining creatures to help maintain creatures to sacrifice? It also seems like you have enough spells to help sac creatures, have you considered any permanents to help you out, just in case you come across a deck that refuses to kill your creatures for you? Like a bloodletter vampire, or a goblin bombardment? Bombardment in particular fits the deck theme too. Just some thoughts, looks like fun though.
Liliana's caress tends to work only if your opponent actually has cards to discard, and so runs out of steam quickly if all is going well. If things are nott going well, well... It's tough to recover at that point. It is a nice card, but i feel it didnt make the cut relwtive to cards like the rack or quest. I will put it in the side board though. Shimian specters are a great idea, I'd forgotten about them for some reason (I think because this deck initially focused more on punishing for discarding (liliana's/megrim) and shimian exiles insted.)
