Here is an amazing W/U Controlish Angel deck; you can take pieces from it (Competed in the 2009 worlds and went 4 - 1 - 1): http://mtgvault.com/ViewDeck.aspx?DeckID=39998

Delrosa: Yea, because I have $250 lying around just waiting to be spent on only 4 cards... This is local FNM... not a world championship.

Cakins: Now that is a HOT deck! Thanks!

Blue/White control is a tough build in t2 at the moment unless you have large quantities of money around. Seeing as you dont, a few budget suggestions; If you have any path to exiles or oblivion rings lying around use them. Lose the summers bane for more essence scatters, And lastly if you have any arrow volly traps I would consider finding space for them to deal with those annoying aggro decks.

Also a fairly cheap build that is angel-control would be white/green luminarch-turbofog.

Good deck, but needs more low-mana creatures.
