Yep. With Training Grounds and some Proliferation. Merfolk Subtheme. The Masters and the Chronologist serve as late game sweeps, and Viral Drake is for reduced cost proliferation with Training Grounds. Idyllic Tutor can search up Journies for creature control, Time of Heroes for creature buff, and Training Grounds to make leveling up easier. Any ideas? I left out Student of Warfare because I wasn't sure about the mana cost for leveling him, but I might swap it in for the Spy Patrols.

Really like the Viral Drake / Training Grounds combo, I don't like Phyrexian cards much but I try and incorporate this into my level up deck just for that ability. Nice one
