Deck Description

Pretty straightforward angel tribal with almost no control just play angels and swing the newer angels definitely make low angel curves possible. 1 copy of thune just for for the potential value it gives over time. Legion angel because it’s one main board for 4 creatures. Angel of jubilation is sideboarded if you need it.

a copy or 2 of entreat the angels would be fun , linvala would be a good SB option also

u really do need a copy of entreat the angels because if u manage to miracle it with a few seraph sanctuary out and archangel of thune it is really good

Legion angel provides some interesting design features.
Playing one angel in mainboard means that even if games get long, the angel can manage to hide from play in as many as 32 games
(Which is my own personal record when tracking singletons during games) but if you are lucky and draws it, it provides you with 3 other Angel's, provided that none of them get countered.

If you played 2 in sideboard and 2 in mainboard, you'd draw them frequent enough to serve as hatecards, and I think they work best as a way to rebuild after a sweep. Having 2 in the sideboard means you get to dump 3 in a row if none of them are countered, and you have 2 chances to do so if one gets countered.

Playing three in mainboard would mean you draw them frequent enough to get at least one bonus angel during the game by having 3 chances at it.

You can change the dynamics of this by playing with a few cards that can exile many.
Relic of progenitus would allow you to loop your legions from exile in a constant stream as well as protect you from graveyard themes.
You can use your own path to exile to do this as well while ramping up your land count.

I looked it up and its not really set in stone whether you can cast it from exile but i saw one source say no (without reasoning or rulings) other than that i think im gonna leave it the way it is or maybe even remove it because at the end its just a 4/3 flier that doesnt have much else or help my other creatures. Also like you said one counter and im kinda done additionally extripate or surgical extraction ( both decent in modern) would kill this. Not that they would really target my legion angel with that spell but still.

There could be a grey zone between exile and sideboards. The two things does seem very similar so I'm not sure myself

From the Comprehensive rules:
400.11. An object is outside the game if it isn’t in any of the game’s zones. Outside the game is not a zone.
400.11a Cards in a player’s sideboard are outside the game.
As Exile is a zone, you cannot cast it from exile.

Not even phasing would work here:
702.26d The phasing event doesn’t actually cause a permanent to change zones or control, even though it’s treated as though it’s not on the battlefield and not under its controller’s control while it’s phased out.

Starnheim Aspirant for cost reduction (so you can get some higher CMC angels in the deck)

Herald of War to get some synergy with both your tribe and +1 counters

Starnheim Unleashed could be a useful mana dump if you forecast it.

Sigarda's Summons might also also be a interesting curve topper for you to boost the power of your weaker angels @ end game.

The problem is I'm trying to keep the mana curve low so cost reducers don't really help when most of my angels are 3 or less.
