Try Gridlock instead of Blusterquall, Gridlock and the Electromancers compliment each other well, plus with Gridlock you can tap nonland permanents.

I only have 15 cards with a 3 converted mana cost, the rest being under that. Although mana problems with this deck are rare, I would like to at least jump to 20 eventually.

Spasm's Overload is too costly for this decktype. I assume you meant Mercurial Chemister, a good card no doubt but turn 5 is late and his abilities are moot for this deck considering I have draw covered with Think Twice and Izzet Charms and I only have 4 cards with over 2 converted mana cost for his creature burn. Artful Dodge has a place in this deck for swinging through with Nivmagus and it's ability to deal 4 damage for 2 mana with a Snipe down because of flashback.

You have to cast them to exile them because a card doesn't become a spell until cast. How it works is you cast said instant or sorcery, then put Nivmagus' ability on the stack (which then the spell will NOT resolve) exiling target spell. So, if a Snipe is down, your opponent(s) will still take 2 damage because the instant/sorcery is still being cast, however, it's effect is rendered moot if consumed by Nivmagus.

I like the mancers to bump all of my casts down, especially Syncopate. Countering your opponents win condition for 1 mana in turn 3-5 makes for heartburn. Not to mention they make decent chump blockers when needed. The Cacklers are always a good idea though. =)

Nope, Mortars aren't as dynamic as Spears or Pillars and I don't plan on the game lasting to turn 6 to overload it.
