This deck has been requested by K-Rond32 on the Ultimate MtG forums.I was challenged to do a deck where creatures would make you gain life points (LP). And I thought why not do a mono colored creature deck like Angels. I liked doing this deck because I did it on the cheap. Not to mention, you gain life points like crazy.
The key to this deck is that you gain LP. The key card is "Seraph of Dawn". This card has Lifelink, which means that any damage it deals during your attack phase is converted to LP. So getting this card out is an important as it give you LP whenever it attacks.Use Angelic Purge as enemy crowd control. Use it to exile some of your opponents more stronger cards. Use Marshaling Cry in conjunction with the creatures who boosts A/D ratings with and additional +1/+1 for the duration of the turn. An example stratify is using Marshaling Cry with Seraph of Dawn. If you can get all three on Seraph of Dawn, you can get a creature with +5/+7.If you have any other strategies or comments, leave a comment below and I'll play test them and see how they work.

Steeling Stance could be an alternative to Marshaling Cry as it allows you to buff a single creature each turn instead AND all your creatures for one turn instead of mass-buff only. Drawback you loose the vigilance, so maybe use a 2/2 split.I would also focus more on lifegain than the angel's (or exalted) theme as this would give you access to some interesting cards: Perimeter Captain (needs defenders), [[Ajani's Pridemate]], Rhox Faithmender, Chalice of Life, Angelic Accord, Serene Steward, Soul Warden (needs many small creatures) only to mention a few. Safe for the Faithmender these are all budget choices.If you want to stick to the chosen theme then you could take a look at Sigiled Paladin as additional exalted creature (Sublime Archangel would be THE creature for this deck but it's definitely not budget) or Battlegrace Angel as stronger version of Seraph of Dawn.
