Where is Merrow Reejerey? you need 4.Why Serum Visions over Preordain?Telling time as a Brainstorm replacement is interresting, let me know how that works for you.

preordain is now banned in modern and merrow reejerey i find a little expensive
merrow reejerey is 3 dollars and 3 mana. cheap both ways. you should definitely play him, his triggered ability is bonkers
Reejerey wins you games, he is a must have in a Folk deck, period. Was not aware that Preordain got a bullet to the head in Modern, me bad...
If you are going for modern, Umezawa's Jitte is also banned. You also have five silvergill adepts.
The other guys aren't kidding, you NEED reejery. He is the single most powerful merfolk you can have in your deck. Here, take a look at my modern fish; they are very fast and have a great w/L ratio:http://www.mtgvault.com/raginggoblin/decks/merfolk-tribalmodern/You should replace the jitte (banned) with mindbreak trap in case of storm matchups. And I recommend losing one of the spreading seas and one counterspell or draw spell to add two more phantasmal images (they combo great with reejerys and make merfolk FREE to cast).
Noticed you swapped Spreading Seas for the conditional cantrip Aquitect's Will... I dont like it as you are giving up the mana hose/cantrip ability of Seas for a possible card draw from Will to save just 1 mana? Go back to Seas as it far more versatile and powerful, (dropping Seas on that Sacred Fountain your opponent just spent 2 life playing beats the hell out of maybe drawing card off the Will).
The big thing that makes me prefer Will to Seas is that it triggers merrow reejery.
Fair enough but; Will triggers ONLY with Merrow while Seas allways pays you back...
