I like goblin bomb, but its not a for sure thing. Grenade is damage every time, to a creature or player. I do like bomb for my goblin deck, though!
Since your going with Dragons as the main creature type, why not add in Crucible Of Fire?

Please keep the ideas coming. I have used several of the suggestions that have been made, and honestly, am pleased with where it is now. I'm always open to new ideas though.
Well, a good dragon would be Bladewing The Risen, helps pump up all your other dragons. And, if you want to, you can add in a little green to have access to some of the Jund Dragons, like Hellkite Overlord and Karrthus, Tyrant of Jund. You can also add Dragon's Herald to speed up the process of getting the Overlord. And since you'll have green, you can put in creatures like Somberwald Sage for quick mana for bigger dragons. It'll also let you put in the other Sarkhan.
green may or may not be a good idea here, it really just depends on how you play the deck, i personally love running karrthus ( my commander in my edh deck) though i also like running a plain red deck for the more expensive dragons in my collection.
That is true, but adding in Somberwald Sage will give intense amount of mana, one tap for 3 of any single color is amazing, and helps on getting those expensive dragons out.

I would get rid of the pit dragons, fireshrieker and mask of avacyn. Also you could replace ring of valkas with fervor or something of the sort. I also understand the point of the goblins, but they really only serve as a purpose for early blocking and feeding your voracious dragon, which by the time you get out, you may not have any goblins to devour, so you might want to reduce some of those as well. Again, just my opinion and I wanted to give you some extra ideas in case you like some of them. :) I would highly recommend kilnmouth if nothing else.

Maybe Hellkite Charger instead of Shivan Dragon? Combined with Utvara Hellkite, you'd get a second attack phase, potentially doubling your 6/6 dragon production. You could use the ability sooner with Infernal Plunge. Maybe you might want Krenko's Command instead of Goblin Rally too. It's half the goblins, but also for half the cost. It's pretty much another Dragon Fodder. But then you can get goblins faster and summon your Voracious Dragon on the same turn that you would be able to pay for Goblin Rally. Goblin Rally does give you more though, so it's your choice.
quicksilver amulet. why wait for 6/7/8 mana to play your big guns when you can just wait for 4 mana?

if you go quicksilver amulet put everflowing chalice in there to it be able to play them from cheap b/c it is an any color kinda deal
in order for that to work properly, you would need enough mana to hard cast a dragon anyway. there's no point.

Dragonstorm is a great card for any dragon deck but I'm not sure your deck will be able to cast it often enough for it to be useful because of its high cost of 9 Mana. Dragon decks that use Dragonstom often build their entire deck around the spell, pumping their decks with cards like Rite of Flame, Dark Ritual, Infernal Punge, anything that they can cast while getting quick mana to make use of the storm effect on Dragonstorm. This allows them to go from 3-5 mana to 9 mana while having plaid 2-3 spells allowing them to cast Dragonstorm and get 2-3 dragons out. To help along they will likely use Demonic Tutor/Demonic Mentor to find key cards in their deck and/or card advantage like Brow Beat paired with early game removal to hold the fort down long enough to cast either a game winning Dragon early into the game or Dragonstorm. Now Voracious Dragon is a nifty 5 drop but requires goblins to do some real damage. You do have some goblin token generation but I don't think its enough for your deck to run Voracious Dragon. I would suggest swapping out Voracious Dragon for Scourge of Valkas. Both dragons are similar (same mana cost, power/toughness, flying effect, and dealing damage when they come into play) but Scourge of Valkas deals damage equal to the amount of dragons in play when he comes into play and when any other dragon comes into play. This effect is particularly helpful for your deck as it turns your low drop dragons into a burn spell along with the dragon itself. This Effect also combos well with your Dragonmaster Outcast. If possible I may even suggest more then 1 Scourge of Valkas for your deck because of how helpful the effect is even with only 2 dragons in play! In taking out Voracious Dragon I'd question the effectiveness of Dragon Fodder and Goblin Rally as they become chump blockers that most likely won't kill off any of your opponents creatures. I'd suggest replacing Dragon Fodder and Goblin Rally with either burn/removal spells to help with your early game, tutor spells to help you find your dragons to answer threats, or just more dragons. Lastly, I suggest removing Evolving Wilds for any other dual colored land that works with your deck. Perhaps Rakdos Guildgate or Savage Lands (or any other dual colored land that fits your liking/budget)? Even though both come into play tap the land Evolving Wilds finds also comes into play tapped. In addition Evolving Wilds makes it slightly less likely your deck will draw lands that you want to draw to play your high cost Dragons. Playing a Evolving Wilds is essentially playing 1 land tapped at the cost playing 2 lands. Hope my input helped. ^^

Thanks for this bit, too! I have been using Evolving wilds because it allows me to get a specific land out if needed, while also thinning my deck of lands, getting me to my spell cards faster. My strategy may not be worth it though. I may just remove them and add a few more gates, as suggested. I truly appreciate all your input. Some of your suggestions are already applied to the deck!
Oh! Also Kokusho, the Evening Star is an amazing card with huge game presence. As a 5/5 Flying your opponent will want to deal with him, however killing him will damage their life by 5 and give you 5 life. In addition he isn't too mana intensive costing 6 mana. ^^
