The order of the triggers are as two seperate abilities- going from left to right. Just looked it up on the Gatherer
"...becomes the target of AN instant or sorcery spell..."The Fused spell may target twice, but it's still one spell. So while it targets twice, if you target the same creature with both effects, the Silverfur will only put one Wolf out. It's the same reason that targeting Favored Hoplite three times with Seeds of Strength will only trigger his Heroic once. Basically, the effect checks the number of spells, not the number of times the word "target" comes up on a spell.
