Would be awesome if those cards were easy to come by. The secondary market in this country is too inconsistent to reliably get those cards.

If you've got 4x Grave Titan and 4x Cemetery Reaper, why on Dominaria are they in your sideboard? I'd ditch the Zombie Goliaths and Farbog Boneflingers for creatures that are worth more, like Relentless Skaabs.
I think the deck might be spread a bit too thin. Vampires do best in mono-black aggro with Lashwrithes and 4x Vampire Nighthawk and 4x Vampire Interloper. It's a bit difficult to rely on your vampires in this deck because they're too small and there's not much to buff them in the late game. Furthermore, only two of them have any sort of evasion (I wouldn't rely on Swampwalk). Captivating Vampire will have a hard time using its ability due to the presence of only 7 vampires in the deck. I'd ditch the vampires altogether and just go U/B zombie mill control, as the current environment has a lot of support for that. Relentless Skaab and Geralf's Mindcrusher hit hard, (since you run Dark Ritual this won't be a problem) and with Undead Alchemist you can mill a lot. (Mindcrusher mills on its own too). Undead Alchemist can produce explosive bursts of milling, especially when coupled with a Counter/Removal package of Doom Blades and Mana Leaks/Cancels/Countersqualls/etc. Jace's Archivist and Jace, Memory Adept will work well with Havengul Lich, so you've got something going there.

Hmmm. Crazy thought: A hydra sub-theme. Run Apocalypse Hydra, Protean Hydra, Primordial Hydra, and Feral Hydra. Adding Warstorm Surge makes them double as burn spells (it actually makes all of your creatures double as burn spells). You have Doubling Season, so you can end up with a lot of insanity. In such a case, you won't even need the burn spells apart from the Zenith (given the format's speed, it's not likely you're going to get the burn spell you need). That also gives you more space for R/G creatures that you can use to boost Ulasht.
Slivers are frightening in EDH, to say the least.
What's your endgame? Are you ramping to get Progenitus into play as quickly as possible? Or are you just using him for your color identity? Given your large number of dragons, I'd capitalize more on actually using their draconic identity. Adding Karrthus, Tyrant of Jund will prevent your tri-color dragons from being large, expensive removal magnets and allow them to get in hits immediately. Warstorm Surge can allow you to hit with their power AND swing. I'd skip the Attendants. They cost too much to cast for mana generators and are one-use only. Not good when you only have one of each, and the odds of getting the wrong one out are too high. Plus they don't do anything for your opposing-color legends (the Planar Chaos dragons). I suggest adding more green for mana ramp (Rampant Growth, Cultivate, Kodama's Reach, Explosive Vegetation) in addition to Harrow, so that you can get the lands you need. In place of Llanowar Elves I'd use either Sakura-Tribe Elder or Yavimaya Elder. In EDH, land fetch is superior to straight up mana-generation. Green will be your mana generation base, then you can just use the signets to transform it. I'd also replace the Panoramas with Terramorphic Expanse, Evolving Wilds, (They can be used in the event of a total mana screw) and whichever of the basic lands you need more. Flagstones of Trokair also helps a lot, because it can search for NON-Basic plains. However, you don't have the Ravnica shock-lands, so that might be unnecessary. Your creatures are almost all expensive. Get Quicksilver Amulet. It's cheap, it was reprinted, and works regardless of mana screw as long as you have 4 mana. Finally, EDH decks need boardwipe cards, especially ones that kill creatures. Wrath of God, DoJ, Nevinyrral's Disk, Plague Boiler, Damnation---they're potential life savers. Put a Quicksilver Amulet creature on the stack, then respond with Plague Boiler for a board clear and a discount creature.
Pretty awesome. Sheoldred works well for this too. She can help revive Crosis from the graveyard for free instead of having to pay the extra cost for General Zone summoning. I'd swap the Shimian Specter for the Scythe Specter from Commander, as it's an EDH deck and your opponent is not likely to have copies of cards anyway. Scythe Specter can hit everyone, though play it wisely as it will draw hate.

There's a joke that the "Unthinkable" in Glimpse the Unthinkable is its price. XD I'd add Trepanation Blade to it, just for the lulz. There's also Curse of the Bloody Tome and a whole bunch of mill cards in Innistrad. Dream Twist is awesome.
Adding Niv-Mizzet and Jace's Archivist would be awesome.
And a little additional name recommendation: Fire and Blood. A Game of Thrones reference.
I've always loved Dragon tribal due to its inherent insanity once it builds up enough steam. I'd suggest some colorless/non-damage removal to bypass protection and to get rid of artifacts, though. To that end, there's a perfect addition to this deck: Steel Hellkite. Colorless, a nice 5/5 body, and a great non-targeted destroy effect. Also, Warstorm Surge. Triggering that with Furyborn Hellkite is just insane.
I'd cut back on the Assassins and add in more Nighthawks. What's your win condition? Vampire decks tend to be aggro, so attack early.
Granted, I should run 4x Distortion Strike. It's crazy good.
Thanks for the comment. Strangely enough that's pretty much the opposite of how I've learned how to play Magic. I've always had options built into my decks (which explains why I rarely ever run 4-ofs in my decks). In this case both the Mill and the Infect are creature-based and are delivered the same way (Distortion Strike). It's either Undead Alchemist or one of the infectors, preferably with Trepanation Blade. Infect goes for early win, while Mill is for late game. This is nothing more than a casual deck, and I don't mean to win any tournaments with it.
