i recommend taking out lurking informant, replacing it with Cathartic Adept. you get the same effect only in the form of a cheaper one drop. jace might look like a good card, but its really ineffective. if you get him out turn three you wont get his ability till turn 7 and every turn you would be giving you're opponent to chance to top deck a threat, since mill decks can tend to be slow and fragile. look into sanity grinding. its the same cost and can be just as devistating since you are playing heavy blue. also there's a crazy new mill card next set that will go good with this deck. i see the royal assassin combo with icy. you might want to just take them out in favor of something like memory erosion, because you have counterspells to ax any threat and the assassin/icy combo really doesn't fit this deck. try some dual lands, i.e. underground river, if you can spot them, so you could increase the islands cause you need them more than swamps.

usually milling decks need a certain synergy or combo to work properly. actually, none of the creatures can give u a good mill except oona. since its a activated ability and gives u blockers. i recommend playing either less creatures for more counterspells, board clearer like damnation, and some draws in any case u need more answers. btw ur lands are abit low since ure playing creature like oona. usually 23-24 is recommended for control/mill decks. enchantment wise, memory erosion will be better compared to forced fruition as u let ur opponent draw a whole lot of answers.

Also, throw a Haunting Echoes or two in there to really EFF up their deck.
