the deck was mostly made to combat the current meta. (i thought i was being super creative when making this but then i saw similar decks in the daily events on mtgo). basically the point is to put as many hasty creatures out and attack. the best choice for turn 1 is foundry street. the next turn you throw down like guide loyalist, guide guide whatever but you can easily swing for 6-7 t2. bushwacker is a last resort if you're playing it early as it's better with more on board. the burn is burnthe teetering and lords are there as a kind of surprise to take your opponent down faster. teetering works well as often times you don't really NEED to have it untapped. it does just as good as the legion loyalist you would have played against someone with a single fetch/ tapped shock on board.

I really like this man, I ran goblins at my lgs modern tournament's a few month's back and it's so much fun. I gotta pick up some zo-zu and throw this list together. Any reason 3 chieftain and 1 king? I liked 4 chieftain allot, playing him then krenko is just amazing haha.

i run 3 chieftain and 1 king because i only really wanted to run 4 lords and likes the ideas of game 1 opportunity for unblockable. though some day i may switch it and just have 4 chieftains mainboard

The thing about this deck is it preyed on the slow decks in the meta when pod was everywhere. once it got banned and decks where speeding up goblins lost a lot of power and piledriver didn't make the deck much better
But...goblins. they are and will always be a good tribe. I think with enough tinkering you could build one that is competetive enough.
I'm not saying it can't be done, just saying it's never gonna be tier 1
