Ramp into Epic Experiment. Coiling Oracle or Exploding Borders can get more lands into play, and Seething Song or Grinning Ignus will give you some temporary extra mana to pump it up even more. Get the Guttersnipe's and Gelectrodes out, then cast Epic Experiment for as much as you can. The spells cast with Epic Experiment will trigger Guttersnipe's ability several times and allow Gelectrode to chaingun in-between the spells to kill the other player. Turn//Burn and Izzet charm help survive to get it off, and both Burn and Exploding borders will give some more oomf to your combo as well (the single swamp and plains allow Exploding Borders to hit for more 3 damage).Alternatives. Still working on the exact build of the deck. Overabundance could be useful to allow a much bigger Experiment as well as damage the opponent to make it more likely to finish them off. Goblin Electromancers might be better than the Ignus; it's one less mana when you set of the Epic Experiment, but it can let you Exploding Borders quicker and lets Manamorphose give more mana than it costs and let Seething Song ramp more.Manamorphose might be better off being replaced by some more control spells or more ramp to help either get off the combo faster or ensure you live to do so.Shocklands and whatnot could be valuable additions, though they'll massively increase the cost of the deck, and keep in mind that lands w/o a basic land type will make exploding borders less effective.
